Project Status Summary

This is a complex project. Before building Fieldstream village it is essential that we:

  1. Clean up waste from Cloyd's Dairy Landfill:  The landfill was exclusively operated by Orange County from 1964 to 1980. A type 4 landfill permit allowed them to dispose of biodegradable garbage as well as plastic, bottles, tires, scrap metal, etc. Due to the presence of waste, the land cannot be developed because it is too unstable to support buildings of commercial size. Therefore, we are proposing a complete excavation.
  2. Improve Lake Underhill Road: Growth along Lake Underhill Road over the last 20 years has left the road incapable of handling the volume of traffic, especially during peak rush-hour periods. Improving the road has been included in Orange County's last three 5-year capital improvement plans, but the presence of the waste under the roadbed has prevented the county from moving forward. The FDEP instructed Orange County to remove all waste and replace with virgin fill prior to the road's development, but this did not happen. To expand the road from two to four lanes, it is essential that the waste be cleaned up. This is no small task.Today the project site produces $50 per year in tax revenue for Orange County. The proposed Fieldstream Village once developed would produce an estimated $3M per year in tax revenue, derived from the value of improving the property from cattle pasture to mixed-used development. The plan put forth by MMI proposes that MMI borrow debt for the clean-up, to be repaid from future tax revenue for a defined period of time.

After the dump is cleaned up and the road is improved, MMI Development will build Fieldstream Village - a mixed use development with apartments and retail. Learn more by watching the video below.


Did you know?

  • Orange County exclusively operated the Cloyd’s Dairy Landfill from 1964 to 1980
  • Only wet-garbage (bio-degradable items) was to be dumped. Plastics, tires, metal, concrete and other items were dumped.
  • Lake Underhill Road Improvements have been in three 5-Year. Orange County plans (15 years) without being executed.
  • No development will occur by MMI until the waste is excavated and the road is improved.

  • December - February: MMI working on new clean-up plan based on County feedback.

  • August 18, 2022: Fieldstream Village receives unanimous approval at LPA Adoption Hearing.
  • August 11, 2022: MMI attended the Fieldstream Area HOA Dinner and updated local neighborhood leaders on the progress of the project. MMI also listened to  feedback from the neighborhood leaders, which was overwhelmingly positive, and answered questions. Future meetings will be held to address additional questions and share further updates as the project progresses.
  • August 5, 2022: MMI attended a meeting with Orange County focused on project financing. Another meeting will be scheduled for early September.
  • July 20, 2022: MMI attended RAC (Road Advisory Committee) to discuss their proposed term sheet. Feedback was given and the term sheet is being revised.
  • June 27, 2022: MMI Team met with Byron Brooks, Orange County administrator and other top OC staff.

  • June 8, 2022: Fieldstream Village receives unanimous approval at the Orange County Development Review Committee Meeting
  • June 3, 2022: Fieldstream HOA Leaders sign a letter addressed to Orange County (Chief Administrative Officer Byron Brooks) expressing their desire for the waste to be cleaned up, an improved road and encouraged Orange County to proceed with working with MMI on these solutions.
  • June 2, 2022: MMI delivered a letter to Fieldstream neighborhood leaders sharing his firm commitment to remediate the Waste, Expand Lake Underhill Road and Integrate Traffic Control Devices.
  • May 17, 2022: MMI Delivered a letter and report from American Environmental Consulting to Orange County sharing the background of the Landfill, Orange County's exclusive management of the landfill, and numerous breaches of numerous permits and restrictions related to the landfill and road.
  • May 17, 2022: Mike Wright, MMI President, crafted and delivered a letter to Orange County along with the AEC Letter sharing the challenges that MMI has ran into with Orange County. An email was also transmitted to Mr. Testerman from Mr. Wright.
  • March 29, 2022: MMI held a community meeting with Fieldstream North residents
  • October 14, 2021: Fieldstream Village Wins Transmittal Approval by Orange County Commission
